Florida Grid Policy

How your excess power is credited in Florida

Florida still has full 1-to-1 net metering at its major utilities — a proposed phase-down was vetoed in 2022, and the rules remain in place as of 2026. Four things to know:

Full-value credit for what you export

Florida's investor-owned utilities — FPL, Duke Energy Florida, and Tampa Electric — credit every kWh you send to the grid at your full retail rate, 1-to-1, under PSC Rule 25-6.065. One of the most favorable setups in the country.

Credits bank up month to month

Overproduce in mild months and your surplus rolls forward as bill credits within the calendar year — then heavy summer AC months draw those banked credits down.

Year-end leftovers pay far less

At the annual true-up, any credits still unused are paid out at the utility's avoided-cost (wholesale) rate — a fraction of retail, and it varies with fuel prices. Exports are only full-value while you can use them.

Right-size, don't max out

Size to your annual usage: overshooting just converts premium credits into wholesale pennies. Staying at or under 10 kW AC (Tier 1) also keeps interconnection streamlined — larger systems require $1M in liability coverage.

Served by a municipal utility or electric co-op?

Rule 25-6.065 binds Florida's investor-owned utilities. Municipal utilities and co-ops — like JEA, OUC, and SECO — set their own credit rates and terms, which can differ meaningfully from full retail. Your Home Solar Scorecard shows the excess-energy policy for your specific utility before you size anything.
